摘　　要：发生在厦门、宁波、茂名三地的"反PX行动"有突发性强、社会影响大和舆论关注高等特点。化解"反PX行动",必须妥善处理好国家利益与局部利益、经济发展与社会稳定的关系,把"滞后"的危机管理变成防患未然的源头治理。地方政府引导、凝聚各方面力量,从过去的一元单向治理向多元交互共治转变,使不同利益主体在求同存异中融合发展,更好满足新时代人民在"民主、法治、公平、正义、安全、环境等方面的要求"。The “anti-PX actions” that occurred in Xiamen、 Ningbo、and Maoming are characterized by sudden emergence、large social harm、and public opinion concerns. To resolve“anti-PX actions”,we must properly handle the relationship between national interests and local interests, economic development and social stability, and turn “lagging” crisis management into a source of prevention. The local government guides and coheres all forces to change from the one-way governance to the multiple interaction and co-governance, enabling different stakeholders to merge and develop in seeking common ground while reserving differences, and better meet the people in the new era of “democracy、the rule of law、fairness、justice、and security and environmental requirements.”
