摘　　要：以精明增长理论为基础,针对蚌埠市城市化发展状况,首先选取与城市化相关的投入产出指标,建立DEA模型,从效率角度同时结合事实对蚌埠市近几年城市化发展状况进行测评,然后运用博弈理论,在群众、政府、企业三大城市化发展力量中进行博弈,通过三者的博弈,获得共赢决策,即达到基于精明增长的城市化发展目标。Based on the smart growth theory,aiming at the development of bengbu city urbanization,Firstly,we selected some input and output indicators related to urbanization,then a DEA model was established to evaluate bengbu's urbanization in recent years from the perspective of efficiency.Secondly the game theory was applied to the three major forces of urbanization development:the masses,the government and the enterprises,Through the game of the three,there was a win-win decision,that means at that time we achieve the goal of urbanization based on smart growth.
