准确把握习近平总书记全面建成小康社会的重要论述 实现西藏脱贫攻坚的路径思考

摘　　要：习近平总书记关于脱贫攻坚,全面建成小康社会的重要论述,是对马克思主义关于人的解放和自由全面发展学说在新时代的丰富和发展,有着坚实的马克思主义理论基础,是对如期实现全面建成小康社会奋斗目标内容的新拓展新提升新深化,是脱贫攻坚始终必须坚持的行动指南和根本遵循。西藏推进脱贫攻坚始终坚持因地制宜,不断创新有效做法,明确提出"下足九个功夫"的具体举措,成效初显。如期完成西藏脱贫攻坚任务,要坚持问题导向,对症施策,从五个方面持续发力:加强宣传引导和强化五个意识;统筹区域发展与精准扶贫,建立脱贫长效机制;发展牧民经济合作组织,发挥产业扶贫效能;加大教育培养力,致力根本脱贫;不断完善保障体系,发挥好兜底性社会保障的功能和作用。General Secretary Xi Jinping on important discourse of poverty alleviation and the building of a moderately prosperous society in all respects is the enrichment and development of the marxist theory of human liberation and freedom in the new era.It has a solid Marxist theoretical foundation.The dis course is a new expansion,promotion and deepening of achieving the goal of building a well-off socie ty in all aspects on time.It is the must obey action guidance to conduct poverty alleviation work.To accomplish the task of lifting Tibet out of poverty as scheduled,we need to continue to focus on the following five areas:1)Coordinate regional development and targeted poverty alleviation,and establish a long-term poverty alleviation mechanism;2)to develop economic cooperation organizations for herdsmen and give full play to the effectiveness of industrial poverty alleviation;3)to strengthen education and training,committed to fundamental poverty alleviation;4)continue to improve the social security system and give full play to the role of the social security system.
