摘  要:面对震后初期应急物资供不应求的现实情况,考虑地震后道路存在严重损毁,为提高此时应急物资配送的公平性和时效性,提出道路损毁时通行能力和行车速度的计算方法,构建以应急物资分配公平性最大和运输总时间最小为目标的多物资、多出救点和多受灾点的分配-运输模型,并采用多目标花朵授粉算法(MFPA)予以求解。最后,以雅安地震为背景构造算例,验证模型和算法的有效性。结果表明,该模型能有效求解出Pareto最优解,以及具体的应急物资分配和运输路径方案。Facing the real condition of emergency supplies in short supply in the early earthquake,considering road is severely damaged after the earthquake,in order to improve the fairness and efficiency of the emergency supplies distribution at this time,the paper proposes the calculation method of traffic capacity and driving speed about damaged roads,builds an allocation-transportation model considering multi supplies,multi rescue points,multi affected points,whose objectives are to maximize the fairness of emergency supplies allocation and minimize the total transportation time,then uses the multi-objective flower pollination algorithm to solve the problem.Finally,an example is given to verify the effectiveness of the model and algorithm.The results show that this model can effectively get the Pareto optimal solution,as well as the specific emergency material distribution and transportation path scheme.
