中美对亚太多边化区域贸易平台主导权的争夺

摘　　要：亚太多边化区域贸易平台的主导权关系到中美两国在未来多边贸易体系规则构建中的话语权。美国退出TPP结束了中美两国主导巨型RTA进行"双轨竞争"的格局,但是美国不会长期缺席亚太多边化区域贸易平台建设,中美就多边化区域贸易平台主导权的博弈会长期存在。中美两国在博弈过程中各有优势,作为实力相对上升的一方,中国经济规模上升较快,但整合区域能力仍需要持续提升,并需要进一步完善区域性公共产品的供给能力。FTAAP是未来亚太多边化区域贸易平台建设的终极性目标,美国会对中国推动的RCEP谈判和FTAAP的筹建进行牵绊。中国应该抓住当前美国缺席的机遇期,通过促进国内改革和制度建设提高区域整合能力等手段,努力促成RCEP协议尽快签署并部署FTAAP谈判的前期准备。The dominance of Asia-Pacific multilateral regional trade platform is key to influence on future multilateral trade rules for China and the US. Although the US withdrawing from TPP has effectively end the"dual track competition" between China and the US in terms of Mega-RTAs, the US will not absent from Asia-Pacific Multilateral Regional Trade Platform construction. Competition between the US and China on multilateral trade platform will exit for a long time. The US and China both have distinct advantages when it comes to dominating Asia-Pacific Multilateral Regional Trade Platform construction. With rapid economic growth, China’s ability to lead has increased considerably, however, the ability to coordinate regional countries still needs to be promoted. FTAAP is ultimate goal of the Asia-Pacific regional trade platform construction in the future. The United States will hinder the RCEP negotiations and FTAAP preparation which china prompts.China should seize the opportunity to facilitate RCEP agreement and the preparation of FTAAP construction through domestic reform and system construction.
