摘　　要：为提高天津市海洋环境管理水平,促进海洋生态文明建设和海洋经济可持续发展,文章分析天津市海洋环境状况及其存在的问题,并对其管理提出建议。研究结果表明:天津市海洋资源丰富,随着大规模的开发利用尤其是围填海工程建设,出现海水富营养化严重、海洋生物栖息地受损和陆源入海污染物超标等问题,导致海洋环境风险加大以及海洋生态系统亚健康;应从顶层设计、管理机制、用海监管、生态补偿、科技研发和资源配置6个方面入手,建立基于生态系统的海洋环境管理新模式。In order to improve the management level of marine environment,promote the construction of marine ecological civilization and the sustainable development of marine economy in Tianjin,this paper analyzed the situation of marine environment in Tianjin and its existing problems and put forward some suggestions for the marine management.The results showed that Tianjin has abundant marine resources,with the construction of reclamation projects,serious eutrophication of seawater,habitat damage of marine organism and excessive land-based pollutants appeared,which has led to increased risk of marine environment and sub-health of marine ecosystem.A new management model of marine environment based on ecosystem should be established,which include top-level design,management mechanism,regulation by sea and ecological replenishment.
