政府管制对企业家精神的影响研究——基于30个省份的面板数据

摘　　要：以政府职能转变和企业家精神弘扬为政策背景,本文从地方政府的经济职能和管理职能的双重视角,分析了政府规模、行政审批、行为规范等政府管制行为对地区企业家精神的影响,并利用2004—2013年30个省份的面板数据进行了实证检验。结果表明:第一,总体来看,政府规模越大、审批流程越简化、政府行为越规范,该地区的企业家精神越丰富;第二,就东中西部对比而言,政府行为规范对东部地区的企业家精神的影响甚于中部和西部;第三,就金融危机前后对比而言,2008年以后政府规模扩张和审批流程简化对企业家精神的促进作用不再显著。建议我国地方政府应从宏观财政的角度出发来保持适度的支出规模,在微观干预角度逐步放松管制,推进政府职能由重经济向重管理转变。In the policy background of government function transformation and entrepreneurship promoting,this article analyzes the impact of government scale,administrative approval and behavior norm on regional entrepreneurship from the dual perspectives of the local government’s economic function and management function,and empirical analysis has been carried on with the help of the 2004-2013 panel data of China’s 30 provinces.The results show that firstly,generally speaking,the larger the government scale,the simpler the approval process and the more standardized the government behavior,the richer entrepreneurship in the region.Secondly,in terms of the comparison among the eastern,central and western regions,the influence of government behavior norm on entrepreneurship in the eastern region is greater than that in the central and the western.Thirdly,as far as the financial crisis is concerned,the government scale expansion and the approval process simplification after 2008 no longer play a significant role in promoting entrepreneurship.It is suggested that the local governments in China should maintain moderate expenditure scale from the perspective of macro finance,gradually loosen regulation from the perspective of micro intervention,and promote the transformation of government functions from emphasizing economy to emphasizing management.
