摘  要:三峡库区地质灾害监测预警体系是在政府领导下由群测群防、专业监测预警和监测预警信息系统紧密结合的综合性防灾减灾体系。监测预警体系从2003年开始建设运行并通过技术、管理等不断创新完善。运行以来,及时预警预报灾险情700多起,紧急转移搬迁6万余人,连续15年无因地质灾害造成人员死亡等事件,取得了显著的防灾减灾成效。结合典型案例,分析了三峡库区地质灾害监测预警体系成功的必然性,主要的原因就在于完善科学的监测体系和明确的责任主体。The geological disaster monitoring and early warning system in the three gorges reservoir area is a comprehensive disaster prevention and reduction system under the leadership of the government, which is closely combined with the group survey and prevention, the professional monitoring and early warning and the monitoring and early warning information system. Since 2003, the monitoring and early warning system has been operating and continuously innovated and improved through technology and management.?Since its operation,significant results have been achieved in disaster prevention and reduction, timelypredicting more than 700 disaster situations, urgently relocating more than 60,000 people, and has not causing death incidents due to Geological disasters for 15 consecutive years. Combined with typical cases,it was analyzed that the inevitability of the success of the geological disaster monitoring and early warning system in the Three Gorges reservoir area. The main reason lies in the perfect and scientific monitoring system and the clear responsibility of subject.
