摘　　要：在梳理相关文献的基础上,以新型城镇化为背景,对土地流转政策进行了整理,探讨现阶段尤其是三权分置改革以来土地流转中存在的问题,以及土地流转对人口流动的影响,从而深入分析土地流转与人口流动的关系。On the basis of combing the relevant literature, the land transfer policy was sorted out in the context of new urbanization, the problems existing in the land transfer as well as the impact of land transfer on the population flow since the reform of the three powers are discussed, so as to deeply analyze the relationship between land transfer and population flow.
