摘 要:科研人才是创新型国家建设的宝贵战略资源,是实施创新驱动发展战略和人才强国战略的核心力量。适应创新驱动发展的科研人才培养和选拔工作离不开客观、公正、合理的职称评价机制。科学评价科研人才的价值与业绩,建立适应创新驱动发展的人才评价机制,不仅可以充分调动科研人才投身科技创新的主动性、积极性和创造性,而且有助于提高专业技术人员竞争意识,合理调整企事业单位人才队伍结构以及加快形成以科技创新为引领的全面创新发展新局面。文章通过对目前江苏省科研人才职称评价过程中存在的问题进行分析,提出了7个方面的对策与改进建议。Scientific research talents are the precious strategic resources for the construction of an innovative country,and are the core force for the implement of innovation-driven development and talent power strategies.The training and selection of scientific research talents that adapt to innovation-driven development need objective,fair and reasonable evaluation mechanisms.Scientific evaluation of the value and performance for these talents,not only can fully mobilized their initiative,enthusiasm and creativity for participate in the scientific and technological innovation,but also helps to raise the sense of competition among talents,rationally adjust the personnel structure of enterprises and institutions,and accelerate the formation of a new situation of all-round innovation and development led by scientific and technological innovation.This paper analyzes the problems in the evaluation process of scientific research talents in Jiangsu province and puts forward seven countermeasures and suggestions for fully improvement.
