摘　　要：以长沙县某污水处理厂一期工程项目为例,全面的论述了建设项目入河排污口设置论证报告中主要内容:排污口所在水功能区管理要求和取排水状况分析,排污口设置后污水排放对水功能区的影响范围,排污口设置对水功能区水质和水生态影响分析,排污口设置对有利害关系的第三者权益的影响分析,排污口设置合理性分析等。建设项目入河排污口设置论证工作的开展,为各级水行政主管部门或流域管理机构审批入河排污口以及建设单位合理设置入河排污口提供科学依据,以保障生活、生产和生态用水安全。为建设项目入河排污口设置论证工作提供了有利指导。Taking the first phase project of a sewage treatment plant in Changsha County as an example, the main contents of the demonstration report on the sewage discharge port of the construction project are: the management requirements of the water function area where the sewage outlet is located and the analysis of the water intake and drainage situation, and the sewage discharge to the water after the sewage outlet is set. The scope of influence of the functional area, the analysis of the impact of the sewage outlet on the water quality and water ecology of the water function area, and the impact analysis of the sewage outlet setting on the interest of the third party, and the rational analysis of the setting of the sewage outlet into the river was comprehensively discussed. The development of the demonstration project for the construction of sewage outfalls into the river shall provide scientific basis for the water administrative departments at all levels or the river basin management agencies to approve the sewage outfalls into the river and the construction units to properly set up the sewage outfalls to the river to ensure the safety of life, production and ecological water. It provides a favorable reference for the demonstration work of the construction project to enter the river sewage outlet.
