摘  要:南水北调中线干线工程(北京段)水利建筑物众多、工况复杂多变,易发生各类突发应急事件,建立完善的应急调度体系十分必要。本文对南水北调中线干线工程(北京段)的应急组织结构、处置流程、保障准备进行分析,并依据突发水污染事件的特征及影响因素,对突发事件进行分类,针对突发事件影响范围进行分级,在此基础上提出相应的响应措施。采取这些措施可最大限度减少人员伤亡和财产损失,降低对环境的负面影响,避免不良影响社会事件发生,确保供水安全。There are many water conservancy buildings in the middle route project of South-to-North Water Transfer(Beijing section),and the working conditions are complex and changeable.All kinds of emergency events are easy to occur.It is very necessary to establish a perfect emergency dispatching system.This paper analyzes the emergency organization structure,disposal process and guarantee preparation of the South-to-North Water Diversion Middle Route Project(Beijing Section),classifies emergencies according to the characteristics and influencing factors of water pollution emergencies,classifies the impact scope of emergencies,and puts forward corresponding response measures on this basis.Through the implementation of emergency dispatch of trunk line projects,casualties and property losses can be minimized,negative impacts on the environment can be reduced,adverse social events can be avoided,and water supply safety can be ensured.
