承德市疾控机构的鼠疫疫情应急能力评估分析

摘　　要：目的了解承德市疾控机构鼠疫应急体系及应急能力现状,为提升承德市疾控机构鼠疫突发疫情处置水平提供理论依据。方法通过文献研究、专家讨论、数理统计分析等方法,构建承德市疾控机构鼠疫疫情应急能力评价指标体系及各指标权重;设计调查表对承德市市县两级疾控机构及专业人员进行问卷调查。结果共调查疾控机构12所,应急队员269人。各疾控机构鼠疫应急能力得分在30～50分之间。鼠疫应急队员学历以本科及以上为主,占69.1%;预防医学专业毕业从业人员占19.7%;职称以初、中级为主,分别占42.0%和37.5%;年龄主要集中在30～50岁,占79.2%。结论承德市疾控机构鼠疫疫情应急处置体系已基本建立,但仍存在鼠疫风险评估及预警机制不健全、应急物资管理及更新制度不完善、现场处置能力尚需提高、实验室检验能力不强等问题。Objective To understand the emergency response system and capability to plague epidemic of centers for disease control and prevention(CDC) in Chengde,and provide the oretical evidences for the improvement of emergency response ability.Methods Literature review,focus group discussion among experts,and statistical analysis were used to develop the assessment tool of plague epidemic emergency response ability.A survey was conducted among health care providers of CDC using the designed assessment questionnaire.Results A total of 269 plague epidemic health care providers from twelve disease control and prevention institutions participated in the study.The results showed that the scores of plague epidemic emergency response ability were between 30 to 50.More than two thirds of the participants were college degree and above.Around twenty percent of them graduated with preventive medicine major.About eighty percent of them were junior and medium professional titles(42.0% and 37.5%).About eighty percent(79.2%) of them were between 30 to 50 years old.Conclusion The plague emergency response system has been established,however,there are some challenging in plague break risk assessment and warning systems,management and update of emergency materials,emergency field reaction of plague break and lab tests ability.
