摘　　要：智慧河长是智慧城市建设的重要内容之一。在详细调研研究区河湖管理及水资源利用现状基础上,综合利用移动通信、RS、GPS和GIS等技术,设计了研究区智慧河长信息平台。该平台采用"互联网+"智慧河长工作模式,具有河湖信息管理、巡河任务发布、上报事件处理、河长治河统计等基本功能,通过一张图智能整合整个河道综合治理信息,使用户可以在智能手机、平板等终端及时对客户端发出的信息管理、事件处理、巡河指令、公众投诉等请求做出积极响应,有效促进了研究区河长制工作有序进行。“Wisdom river chief” is one of the important contents of smart city construction. Based on the detailed research on the river and lake management and water resources utilization in the research area, the intelligent information platform of the research area is designed, using mobile communication, RS, GPS and GIS technologies. The platform adopts the “Internet+” smart river chief working mode, with basic functions such as river and lake information management, patrolling task release, processing reported event, and statistics of river managing.Intelligently integrates the entire river channel comprehensive management information through a map to make users respond positively to requests for information management, event processing, river patrol instructions and public complaints issued by the client on smart phone, tablet and other terminals, which effectively promotes the orderly work of the river system in the study area.
