摘　　要：党的十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》明确提出要提高领导干部法治思维和依法办事能力,关系到全面从严治党战略的贯彻落实,关系到全面深化改革战略切实有效推进。提升高校领导干部依法思维能力是构建现代大学制度的必要条件,是全面贯彻党和国家教育方针的客观要求。只有牢固树立法治理念,加强理论学习,创新实践活动,注重法治考核,建设法治文化,才能为高等学校"双一流"建设奠定法律基础,不断推进高等学校"双一流"建设。"The Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Fully Advancing the Law-based Governance of the Country" adopted at the Fourth Plenary Session of 18th CPC Central Committee clearly states that it is necessary to improve leading cadres' ability to apply the rule of law in both thinking and action, which bears upon the implementation of the Party's strategy of running the CPC with strict discipline and the effective promotion of the strategy of deepening the reform in an all-round way. Improving university leaders' ability to think according to law is a prerequisite for the construction of a modern university system and an objective requirement for the full implementation of the Party's and national education policies. Only by enhancing the concept of rule of law, strengthening theoretical studies, innovating practical activities, stressing on the assessment of ruling by law and developing a culture of law, can we lay a legal foundation for the construction of "Double First-class" institutions of higher learning and continue to promote the construction.
