摘　　要：政策扩散作为政策研究领域重要的理论突破,极大地推动了政策过程理论发展,有效解释了各级政府的政策实践。然而,既有研究主题零散、观点不一,文章通过对485篇文献归纳提炼,系统阐释了政策扩散概念特征、影响因素、结果变量、机制和模式等,并提出未来潜在研究方向,主要包括:明确"政策扩散"内涵边界;探索新的影响因素,检验网络结构、传播渠道对政策扩散的影响;阐明政策属性的影响机理;丰富政策扩散的结果变量;构建扩散机制的作用逻辑;推动政策扩散的中国化。As an important theoretical breakthrough of policy research,policy diffusion does not only promote the development of the theory of policy process,but also explains the policy practice of all levels of government effectively. However,theorizing on policy diffusion is still in its infancy and fragmented in various topics and mixed conclusions. After searching and summariz. ing 485 literature,this paper systematically interprets the concept and connotation,influencing factors,measuring indicators, mechanisms and models of policy diffusion. And it puts forward some potential research directions for future studies:clarifying the connotation and boundary of“policy diffusion”;extending new factors,examining the impact of network structure and chan. nels on policy proliferation;elucidating the mechanism of policy attributes;exploring the outcome variables of policy diffusion;building logic models of diffusion mechanism;and promoting the spread of policy diffusion in China.
