摘　　要：建立由城市群各行动主体共同参与、互动合作、共同发展、利益共享的网络治理模式是城市群环境治理的理性选择。城市群环境合作网络的整体治理结构是以政府为核心的合作治理,既包含横向合作关系,也存在纵向合作关系,体现一种多元协作、多层嵌套交织的网络状态。城市群环境合作网络需要基本的形成条件,网络运行存在外生和内在的逻辑变量。其中资源相互依赖和互补是网络主体合作的深层动因,共同参与和互动是网络形成的前提和网络运行的基本形态,主体间的合作共识和信任是组织共同行动的重要前提,对网络主体的规范约束和激励是网络运行的重要保障。我国城市群府际环境合作存在三种可选择的网络治理模式:中央政府推动型合作网络、中心城市率领型合作网络、区域自动自主型合作网络。这三种模式体现我国城市群环境治理中在不同时期的政府合作趋势。It is a rational choice for urban agglomerations to establish a network governance model with the common participation,interaction and cooperation,common development and benefit sharing of all actors.The structure of the urban agglomeration environmental cooperation network is the cooperative governance with the government as the core,which includes both horizontal and vertical cooperative relationships,and reflects a multi-cooperative and multi-layer nested network.The urban agglomeration environmental cooperation network needs the basic formation condition,and the network movement has the exogenous and the intrinsic logic variable.The mutual dependence and complementarity of resources is the deep motivation of network subject cooperation;the joint participation and interaction is the basic form of network formation;the cooperative consensus and trust between subjects is the premise of joint action,and the constraints and incentives on subjects of network is the guarantee of network operation.There are three modes of inter-governmental environmental cooperation in urban agglomerations:central government-driven cooperation network,central city-led cooperation network and regional autonomous cooperation network.
