摘　　要：作为政府与社会力量合作的一种方式,政府购买公共服务将遵循何种发展路径?通过梳理上海市职业培训社会化二十年的历程,可以发现,政府和社会力量的合作模式随着现实问题和条件的变化几经演变,主要经历了三个阶段:政府招标购买社会组织服务阶段;政府双向补贴阶段;扩大承接主体和目录来源,直补受训者和企业阶段。案例中展现的运行逻辑在于:政府和社会力量合作方式的变革和发展必然伴随着政府理念和职能的调整,是政府放下自负、放权让利,加强服务与监管的过程。其中最关键的影响因素是市场发育的程度,对于促进市场发育而言,三方面的条件尤为重要:信息平台、公共服务平台和事业单位的转型脱钩。As a way of cooperation,how will the government purchase of public services?This paper takes the socialization process of vocational training in Shanghai as an example.In this case,the mode of cooperation between government and social forces has evolved through three stages:the stage of government bidding to buy social organizations,the phase of the government’s two-way subsidy,and the government’s direct subsidy to the trainees.The reform of the mode of cooperation between the government and the social forces is bound to be accompanied by the adjustment of the concept and function of the government,which is the process of the government to lay down its self-conceit,delegate power to lower levers and strengthen the service and supervision.The most important factor is the degree of market development,and the three aspects are the most important for it:the transformation platform,the public service platform and the transformation of institutions.
