摘　　要：行政执法是行政机关实施法律、法规、规章、行政规范性文件的活动[1]。基层行政执法直接影响着人民群众权益实现的"获得感"及对党和政府的看法。探讨基层行政执法存在的问题及对策,有利于推进依法行政,从而切实保障群众合法权益。通过调查走访基层执法单位并进行调查问卷,分析了基层行政执法中存在的问题及影响执法的因素,提出了解决基层行政执法难题的一些路径,以期为推进法治国家、法治政府、法治社会的一体建设提供一定的理论基础。Administrative law enforcement is the activities when the administrative organs implement laws,regulations,rules and administrative normative documents. There is no doubt that administrative law enforcement at grassroots level directly relates to people’s " sense of acquisition" gained through the realization of their rights and interests and their views of the Party and the government. Exploring the problems and countermeasures of administrative law enforcement at grass-roots level is conducive to promoting the administration according to law,thus effectively safeguarding the legitimate rights and interests of the masses. By investigating and interviewing grass-roots law enforcement units and conducting questionnaires,the author analyses the problems existing in grass-roots administrative law enforcement and the factors affecting law enforcement,and puts forward several ways to solve the problems in grass-roots administrative law enforcement,with a view to providing some theoretical reference for promoting the integrated construction of rule of law concerning our country,the government and the society.
