论调水改土对国民经济城乡要素模块间梗阻的疏通

摘　　要：从城市非农业与农村农业两大模块各自及其之间的人口和要素情况看,模块中淤积很严重,之间流动和循环发生了梗阻,造成城市化的乏力,工业化的停滞,严重影响了中国经济的中高速增长和现代化的进程。对此,可考虑采用调节水资源分配、改造未利用土地和扩大发展空间的方式,构建第三模块,疏通模块间人口和要素的流动和循环,推进市民化的城市化进程,增加就业、收入和财富等机会,延长工业化时间,使中国跨越中等收入发展阶段,顺利进入高收入国家行列。From the perspective of the population and factors of urban non-agricultural and rural agriculture,the siltation in the module is very serious,and the flow and circulation between the module are obstructed. It has caused the weekness of urbanization and the stagnation of industrialization,which has seriously affected the process of China's medium-to-high-speed growth and modernization. The third module can be constructed by adjusting the allocation of water resources,transforming unused land and expanding development space,dredging the flow and circulation of population and elements between modules, promoting the urbanization process of citizenization, and increasing the opportunities of employment, income and wealth. extending industrialization time,enabling China to cross the middle income development stage and smoothly enter the ranks of high-income countries.
