摘　　要：宅基地改革是"三块地"改革的重点和难点所在。文章通过分析宅基地及其财产权、农民收入增长的特征、宅基地改革增加农民收入的障碍和促进因素,发现宅基地产权制度经过强保护——弱保护——强保护的演进路径;宅基地改革对强化农民财产权起到重要支撑作用;农民财产性收入增长快,但增速不稳、收入基数小而贡献率低、相对收入低且地区差异明显;宅基地流转受到政策限制多不利城乡融合,宅基地大量闲置难发挥效益,地租地价上涨促进宅基地财产增值。要增加农民的财产性收入,需构建宅基地流转机制,扩展和保障宅基地多元权利,推进宅基地征收与入市改革,建立农民自愿有偿退出宅基地机制。Homestead reform is the focus and difficulty of “three plots of land” reform. By analyzing the characteristics of homestead and its property rights, the increase of farmers’ income, the obstacles and promoting factors of the reform of homestead to increase farmers’ income, it has been found the system of homestead property rights has gone through the evolution path of strong protection, weak protection and strong protection. The reform of homestead plays an important supporting role in strengthening farmers’ property rights. The growth of farmers’ property income is fast but unstable, and the income base is small but has low contribution rate and low relative income, in addition, there exist obvious regional differences. The transfer of residential land is restricted by policy, which is not conducive to the integration of urban and rural areas. A lot of idle residential land is difficult to bring benefits into play, and the value of residential land property is promoted by the rise of land rent and land price. In order to increase farmers’ property income, it is necessary to construct the transfer mechanism of homestead, expand and protect the multiple rights of homestead, promote the reform of homestead expropriation and market entry, and establish the mechanism of farmers’ voluntary and paid withdrawal of homestead.
