摘 要:近年来,温室效应明显,温室气体的排放得到广泛关注。海运贸易中,海上船舶活动进一步增强了温室效应。海运温室气体减排以降低海上运输船舶的排放量为核心,采取技术、营运以及市场激励奖惩措施等,从不同环节降低海洋运输活动的温室气体排放总量。论文分析了海洋运输活动中温室气体减排的立法现状及问题、海运减排立法对中国产生的影响,在对其他国家海运减排立法的思考中提出中国立法的建议及措施,积极应对海运温室气体减排的全球性问题。In recent years, the greenhouse effect is obvious, and the emission of greenhouse gases has received extensive attention. In maritime trade, maritime ship activities have further enhanced the greenhouse effect. Marine greenhouse gas emission reduction focuses on reducing the emissions of marine transport ships, and adopts technical, operational and market incentives, rewards and punishments measures to reduce the total amount of greenhouse gas emissions from marine transport activities from different links. This paper analyzes the current legislative situation and problems of greenhouse gas emission reduction in marine transportation activities, and the impact of marine emission reduction legislation on China. It also puts forward suggestions and measures for China's legislation in consideration of other countries' marine emission reduction legislation, so as to actively deal with the global issues of marine greenhouse gas emission reduction.
