摘　　要：服务型政府建设中存在着"巴别塔"问题,即虽然服务型政府建设已经进行了多年,由于缺乏核心理念的支撑,出现了一些误区。服务型政府是崭新的政府形态,它必须建立在服务行政这个核心理念之上。服务行政是世界潮流,要求政府倾听并回应公民诉求。服务是政府的责任,可以从宣传教育、制度建设、致力于人的治理能力现代化等方面来促进服务行政核心理念的树立。只有牢固树立并充分践行服务行政理念,才能解决服务型政府建设中的"巴别塔"问题,建设好服务型政府,为人类治理文明开辟新路。There is the problem of "Babel Tower"in the construction of service-oriented government,which means that though the construction of service-oriented government has been carried out for years,there are some misunderstandings due to the lack of core-idea support. Service-oriented government is a new government administration mode,which must be built on the core idea of service administration. Service administration is the trend of the world. It is the government’s responsibility to listen and respond to the demands of citizens. It can promote the establishment of the core idea of service administration from propaganda and education,institutions construction and modernization of people-oriented governance capability. Only by firmly establishing and fully implementing the service administrative concept can we solve the problem of"Babel tower"in the construction of service-oriented government and build a service-oriented government,opening up a new way to civilization of governance.
