脱贫攻坚与乡村振兴的协同性分析:以江西为例

摘　　要：脱贫攻坚是乡村振兴的基础,乡村振兴是脱贫攻坚的延伸,两者的协同发展对农村现代化建设具有重要意义。构建脱贫攻坚与乡村振兴指标体体系,运用2011-2017年的数据测算江西省各市的脱贫攻坚及乡村振兴水平,并利用耦合协调模型,揭示江西省各市脱贫攻坚与乡村振兴的耦合协调度。江西省的脱贫攻坚与乡村振兴耦合协调度呈现比较明显的空间分异,耦合协调度较高的地区大致分布于江西省的西北部,并基本形成以南昌市为核心的高协调发展区域;从时序来看,除了2015年外,2011—2017年脱贫攻坚与乡村振兴的耦合协调关系呈波动上升趋势。最后提出要统筹城乡区域发展,建立城乡融合发展机制,推进一二三产业融合发展的政策建议。Poverty alleviation(PA)is the foundation of rural revitalization(RR)which in turn is the extension of poverty alleviation.It is of great significance to coordinate their development to boost the rural mod? ernization.In this paper,the index systems were constructed to measure the PA and RR levels of each city in Jiangxi Province.And using the coupling coordination mode,the coordination degree between PA and RR was revealed of the cities of Jiangxi Province from 2011 to 2017.From the perspective of space,obvious spatial differentiation was found in the coordination degree of both the PA and the RR.The regions with high contribution were generally in the northwest of the province,centering around Nanchang.From the perspective of time sequence,the coordination between PA and the RR showed a fluctuating upward trend from 2011 to 2017 with the except of 2015 when a declining adjustment stage was noticed.Based on the research conclusion,some policy suggestions were put forward including coordinating the development of urban and rural areas and regions, establishing the urbanrural integrated development mechanism,and promoting the integrated development of primary,secondary and tertiary industry.
