台湾粮食安全的时空格局、保障政策及借鉴

摘　　要：粮食安全作为一项全球性重大议题,也受到台湾社会的高度关注。本文以2001-2015年的相关统计数据为基础,分析21世纪以来台湾耕地面积、粮食收获面积、人口数量、粮食产量的变化情况,研究粮食安全时空格局及其特点;利用台湾"行政院"、"行政院农业委员会"公布的"计划"、"报告"等重要纲领性文件,从粮食生产、粮食供应、粮食品质三方面,梳理了台湾保障粮食安全的政策措施;根据台湾保障粮食安全的政策调整和实施进程,提出可供大陆借鉴的结论:①耕地的保护和利用是保障粮食安全的根本;②高库存量并不是保障粮食安全的唯一选择;③品质安全向保障粮食安全提出更高的要求。As a globally important issue,food security has attracted much attention in Taiwan as well,also because of the overall situation of economy,society and even security.Based on the relative statistical data during 2001-2015,this paper analyses the changes of cultivated land area,grain harvest area,population and the grain output since the twenty-first century.We use the analysis to study temporal-spatial pattern and its characteristics of food security.The use of important programmatic documents,including the"plan","report"published by the“executives”and“council of agricultures”untangles the political measures to guarantee food security in Taiwan.The analysis comes from three main aspects,food production,food supply and food quality.Taiwan’s security policy and implementation process of food safety provides references to the China's Mainland:①The protection and utilization of cultivated land is a base to guarantee of food security②For food security,it is not the only choice to have a large stock③The need of quality set higher requirements to ensure food safety.
