摘 要:采用2010—2016年河南省18个省辖市相关数据,构建全国创新驱动发展水平指数和河南省创新驱动发展水平指数,从纵横两个视角对河南省创新驱动发展水平进行测度与比较,发现:(1)从纵向来看,河南省创新驱动发展水平不高,但呈上升趋势;(2)从横向来看,河南省省辖市间创新驱动发展水平分布不均,存在明显的区域差异。为此提出大力发展战略性新兴产业、提高区域创新能力,加强顶层设计、建立供给侧创新资源配给机制,注重创新环境建设、建立良好的区域创新生态系统等政策建议,以期为未来促进河南省区域创新发展水平提升提供科学的决策基础。This study measured and compared the level of innovation-driven development of Henan Province from both longitudinal and horizontal aspects byconstructing the indices of innovation-driven development level based on the data of 31 provinces and 18province-governed municipalityof Henan from 2010 to 2016.These results shed light on that:(1) from a longitudinal perspective, the level of innovation-driven development in Henan province is not high, but it is on the rise;( 2) from a horizontal perspective, the level of innovation-driven development among cities in Henan Province is unevenly distributed, and there are obvious regional differences. Finally this study proposed to develop strategic emerging industries and improve regional innovation capacity, strengthen top-level design and establish a supply-side innovative resource allocation mechanism, pay attention to the construction of innovative environment and establish a good regional innovation ecosystem, with a view to provide scientific decision-making foundation for promoting the development level of regional innovation in Henan province in the future.
