文在寅政府和韩美同盟对朝政策纷争分析

摘　　要：文在寅上台后,韩美在对朝政策上出现了明显分歧。针对这一现象,本文分析了韩美同盟对朝政策的差异,以及双方在推进朝鲜半岛无核化进程中的主要纷争议题。韩美同盟在对朝政策上受到结构性因素的制约,尤其是地缘政治结构、分裂体制和民族主义等因素对同盟合作造成的解构性影响。韩美同盟对朝政策协调在解决朝核问题和改善韩朝关系上存在局限性,由此造成政策实施过程中出现朝核安全困境、和平统一困境和东北亚地缘政治困境。顺利推动朝鲜半岛无核化进程和彻底解决朝核问题需要从根本上调整韩美关系和重建朝鲜半岛和平体制。After Moon Jae-in took office,ROK and the United States had a clear dispute over DPRK policy.This article first analyzes the policy differences between ROK and the United States,and the main dispute issues in the process of resolving the Korean Peninsula nuclear issue.Secondly,it points out that the ROK-US alliance is restricted by structural factors in its policy towards DPRK,especially the deconstruction effects of the geopolitical structure,split system and nationalism on the alliance cooperation.Finally,this article points out the limitations of the policy coordination in the process of resolving the Korean Peninsula nuclear issue and improving inter-Korean relations,which have resulted in the Korean nuclear security dilemma and peaceful reunification dilemma,as well as[JP]geopolitical dilemma in Northeast Asia.The conclusion is that to promote the denuclearization on the Korean Peninsula and to resolve the nuclear issue thoroughly,it is necessary to fundamentally adjust the relations between ROK and the United States and rebuild the peace system on the Korean Peninsula.
