公共政策视角下的民主与福利——基于福利国家体系的比较

摘　　要：福利政策是国家层面的公共政策。在其制定与调整过程中,影响政策制定主体的多元权力中心及各个主体间相互关系与制约的行为过程值得讨论。从民主这一维度来探索民主对福利国家政策的制定及其对于一国福利水平的影响。然而实际中民主与福利关系,民主并不是单一因素决定福利政策与福利水平,因而两者间关系也非单纯与政府相关的线形描述可以简单论断。As a public policy,the welfare policy explores its influence on the state as a multi-power center. Democracy in this paper is used by means of a formational and restrictive power to explore the the welfare policies on the influences of the welfare states. However,it cannot be used as a single factor to determine the level of welfare policy and welfare. The clear descriptive assertion of the relationship between democracy and welfare cannot be made by supplely related to the government as well.
