摘 要:保障农业转移人口基本生存和发展权益,为农业转移人口提供优质的基本公共服务,应从“均等化”与“标准化”、“破”与“立”、“供给导向”到“需求导向”、“区域带动”与“省域统筹”、“权随人走”与“带权市民化”、“挤出”与“分流”、“表达”与“回应”、“全能”到“合作”等着手,从供给理念依循、制度创新、供给序列定位、区域差异化治理、权益保值补缺、成本分担、利益表达机制建设、多元共治等方面加以推进。To safeguard the basic survival and development rights of rural labor forces transferred from agricultural to non-agricultural status, and to provide them with high-quality basic public services, a host of measures should be adopted. These measures should take into consideration such factors as equalization and standardization of distribution, making and breaking of rules and regulations, transition of supply-demand orientation, coordination of regional drive and provincial overall planning, transference of property rights and urbanization, et cetera. It is necessary to follow supply-demand ideology, promote institutional innovation, adjust supply-demand sequence positioning, pursue differentiation management in light of regional differences, enhance protection of rights and interests, improve the system of cost sharing, advance institutional construction of interest representation, as well as advocate shared governance by all stakeholders involved.
