医疗精准扶贫:政府主导下的“126”模式

摘　　要：医疗精准扶贫是解决"因病致贫返贫"现象的有效举措,但由于缺少抓手,"精准性"难以把握。鉴于此,靖江新桥镇人民政府创设了"126"医疗精准扶贫模式,其中"1"代表一套精准保险救助机制,"2"是设计了门诊住院就医及救助报销两个流程,"6"是构建了贫困人员库、健康档案库、首选药品耗材目录库、首选检查治疗目录库、首选定点医疗机构库和技术合作单位及专家库六个资源库。实地调研发现,该模式经过半年多的运行,有效解决了医疗扶贫的"精准性"问题,为我国乡村医疗精准扶贫提供了新的思路和可借鉴的经验。Precise poverty alleviation for medical service was designed to combat ill health-related poverty,but it often turns out that the degree of preciseness is hard to measure.To tackle the problem,Xinqiao government in Jingjiang City introduced a"126"mode six months ago.The six-month experience has proven that the mode is effective."1" is one set of precise insurance relief mechanism;"2"means two processes of hospitalization and reimbursement;"6"refers to six databases of the poor,health archives,preferred medicine and consumables catalogue,preferred examination and treatment catalogue,selected medical institutions,technical support and medical experts.This new experience sets a good example for precise poverty alleviation for health care.
