摘　　要：水是生命之源,是人类的发展之本。人们往往栖水而居,依水而筑,城市的发展和繁荣与水更有着密不可分的关系。近年来,随着城市化进程的不断加快,原有的土地景观也随之产生了巨大的变化。不透水面的迅速增加破坏了自然排水系统处理暴雨洪水的能力。再加上传统以"快速排放"为主要目标的市政排水基础设施体制不健全,在全球气候变化的背景下,导致我国许多城市面临着严峻的雨洪问题。城市作为人类活动的主要集中地具备雨洪管理的巨大潜力,但目前我国城市在雨洪管理方面普遍能力不足。20世纪70年代以来,发达国家就已开始研究城市暴雨洪水的问题。中国城市发展必须要学习和引进先进的理念和雨洪管理技术,找寻一个适合国情的可持续的雨水管理方法。Water is the source of life and the development of human beings. People often live in water and are built according to water. The development and prosperity of the city are inseparable with the water. In recent years, in particular, with the rapid development of urban industry, the population of the city has increased dramatically. The rapid development of urbanization has made great changes in the original land landscape. The rapid increase in the water surface has destroyed the ability of the natural drainage system to deal with heavy rain and flood. Coupled with the traditional "drainage" as the main goal of the municipal drainage infrastructure system is not perfect. Under the background of global climate change, many cities in China are facing severe rain and flood problems. As the main concentration of human activities, cities have great potential for the management of rain and flood, but at present, the cities in our country are not generally able to manage the rain and flood. Since the 70 s of last century, the developed countries have begun to study the problem of urban rainstorm and flood. The development of China’s cities must study and introduce advanced ideas and rain flood management techniques to find a sustainable rainwater management method suitable for the national conditions.
