摘  要:根据国际海事组织(IMO)的规定,自2020年1月1日起,全球所有海域航行的船舶,船用燃料油硫含量必须小于0.5%。船舶燃料油质量标准升级后,未来几年残渣型船舶燃料油供应将趋紧,由此造成全球成品油结构性需求变化,船舶燃料油供应格局也将发生改变,船舶燃料油市场将成为高效益市场。通过渣油加氢脱硫生产残渣型船舶燃料油是炼厂的关键技术路径。船舶燃料油质量标准升级,对产能过剩的中国炼油业来说是难得的发展机会。建议渣油转化能力不足的沿海炼厂以生产低硫船舶燃料油为目标,加快扩建渣油加氢脱硫装置;在沿海主要炼厂规划建立船舶燃料油生产基地;国家要进一步完善相关的税收和外贸政策;炼油企业要突破以往"吃干榨尽"的技术方向和盈利模式。According to the regulations of the International Maritime Organization (IMO), starting from January 1st,2020, the sulfur content of fuel oil used by ships sailing all over the world must be less than 0.5%(m/m). After the quality standard upgraded, the supply of residual marine fuel oil will become tighter in the next few years, which will result in the structural change of global refi ned oil demand, the supply pattern of marine fuel oil will also change, and the marine fuel oil market will become a high-effi ciency market. The production of residual marine fuel oil by residue hydrodesulfurization is the key technology path of refi nery. Upgrading fuel oil quality standards for ships is a precious opportunity for China’s refi ning industry with over-capacity. It is suggested that coastal refi neries with insuffi cient residual conversion capacity should accelerate the expansion of residual hydrodesulfurization units in order to produce low sulfur marine fuel oil, plan and build fuel oil production bases for ships in major coastal refi neries, further improve relevant tax and foreign trade policies by the state, and change the previous technical direction and profi t of “bleeding model” by refi ning enterprises.
