摘  要:本文以多源流理论为视域分析《关于高校教师师德失范行为处理的指导意见》的形成机理。其中,反映高校教师师德失范问题日益突出的指标变化、焦点事件以及政策实施效果等构成了"问题流";政策共同体对解决高校师德失范问题的建议构成了"政策流";新时代建设高素质专业化师资队伍的理念诉求和公众对高校师德失范问题的持续关注汇聚成了"政治流"。三种源流在相关政策的"溢出"效应以及"政策企业家"的推动下开启了"政策之窗",从而促成了政策议程的确立。In this paper,the establishment mechanism of“Guiding Opinions on the Treatment of Teachers Moral Misconduct in Colleges and Universities Moral Decline”is analyzed by using the multi-source flow theory.The problem stream of the policy is composed of the increasingly prominent indicators of university teachers’moral decline,focus events and the poor feedback on the implementation of relevant policies.The policy community s proposal to solve the problem of university teachers morality is a“policy flow”.The political stream consists of the idea of building a high-quality professional faculty team in the new era and the public s continued concern about the problem of university teachers morality.Under the“overflow”effect of relevant policies and the promotion of“policy entrepreneurs”,the three streams opened the“policy window”which leaded to the establishment of the policy agenda.
