摘　　要：[目的/意义]卫星导航作为战略新兴产业,逐渐成为各国竞争焦点。深入研究中国卫星导航专利技术产业化发展战略,对于全面、客观判断发展态势和竞争环境,及有针对性地完善相关政策具有重要意义。[方法/过程]在专利信息计量分析的基础上,结合专家访谈、政策提炼分析,引入AHP-SWOT定量与定性测度模型,从定性和定量两个角度研究中国卫星导航专利技术产业化机会与障碍的影响因素。[结果/结论]研究揭示出中国卫星导航专利技术产业化现状与竞争格局,并从知识产权战略导向性作用、技术成果的立体保护、专利联盟模式构建运营、行业标准建立推广和专利国际化布局等角度,提出我国卫星导航专利技术产业化发展策略。[Purpose/Significance ]As a strategic emerging industry, satellite navigation has gradually become the focus ofinternational competition. A thorough study of the industrialization development strategy of China’s satellite navigation patent technology is of great significance to comprehensively and objectively judge the development trend and competitive environment, and to improve relevant policies.[Method/Process ]On the basis of quantitative analysis of patent information, combined with expert interviews and policy refinement analysis, AHP-SWOT quantitative and qualitative measurement model is introduced to study the influencing factors of opportunities and obstacles to the industrialization of satellite navigation patent technology in China from both qualitative and quantitative perspectives.[Result/Conclusion ]The research reveals the present situation and competition pattern of China’s satellite navigation patent technology industrialization. From the perspectives of intellectual property strategic guiding role, three-dimensional protection of technological achievements, construction and operation of Patent Alliance model, establishment and promotion of industry standards and international distribution of patents, the paper puts forward the development strategy of China’s satellite navigation patent technology industrialization.
