论“除目”及“除目流布”背后的政治传播  

On Chumu and Its Function in Political Communication Through the Flow of Political Information

摘　　要：有关除目的性质,尚未有定论。从文献记载看,除目并非中国古代官报,而是官吏的人事任免信息,经常成为邸报的内容。除目事涉人事机密、注重保密性,可以经由商议决定,并且有可能被“封还”。这些都不符合古代官报应有的特征。从政治信息流动的角度看,除目的拟制有着严格的拟制主体和拟制程序规定,并且具有一定的纠错程序。除目的公布主要由官文书、邸报和“小报”三种媒介途径构成。适度的人事政治信息流动有助于士大夫阶层内部的信息沟通和互动,同时起到了内部舆论监督的作用,有利于塑造士大夫阶层的共同体意识,巩固封建王朝的统治。There has been no conclusion about the nature of chumu in previous studies. According to historical literature, chumu is not an official newspaper in ancient China, but a register roll of appointments or dismissal of government officers, which becomes the content of official report. Chumu emphasizes the confidentiality of the appointments and dismissals. It can be decided through deliberation and may be refuted and returned by the minister. Due to these characteristics it falls outside of the category of official newspapers in ancient China. From the perspective of political information flow, the formulation of chumu strictly depends on editor and editing procedure, including proofreading. The release of chumu is mainly through three media channels: official memo, official report, and tabloid. The moderate information flow of personnel and politics is beneficial to the communication and interaction within the bureaucratic class and contributes to internal opinion supervision. It is also conducive to the shaping of a community consciousness of the bureaucratic class, consolidating the rule of the feudal dynasty.
