摘 要:"一带一路"沿线市场核电出口融资条件复杂且竞争激烈。选择合理有效的核电出口模式,能够帮助核电出口企业优化项目方案、合理配置建安资源和节省项目开发成本。本文在总结"一带一路"核电机组出口融资环境的基础上,重点介绍了"一带一路"沿线新建核电项目采用的各种融资模式。结合近10年国际核电出口案例和中国"华龙一号"核电出口经验,对比分析了EPC+F、BOT、PPP3种融资模式的特点。通过Analytical Hierarchy Process (AHP)方法定量分析与实际运用相结合,提出不同融资条件和企业战略目标下3种融资模式的竞争力和未来新建核电项目融资模式的发展趋势,为我国在"一带一路"沿线市场出口核电提供参考。The strong competition and complex financial conditions exist in the international market of nuclear power export along the route of “the Belt and Road”. During the process of nuclear power export, a reasonable and effective nuclear power export model can promote the nuclear power export enterprises to optimize project plans, financial resources and save develop costs. This paper introduces the international financial background of nuclear power export, and three modern financial modes for nuclear power export (EPC+F, BOT, PPP) are compared and analyzed based on the experience of international nuclear power export and HPR1000 export cases. A quantitative method based on Analytical Hierarchy Process (AHP) with actual application is utilized to identify the competitiveness of modern financial modes and predict the tendency for their development. This research provides a reference for the export of nuclear power plants in the market of “the Belt and Road”.
