浅谈国外消费品质量安全风险预警指标体系——以美国、欧盟、日本为例

摘　　要：消费品质量安全是关系国民经济发展和社会稳定的重要因素。通过研究美国CPSC系统、欧盟RAPEX和RASFF系统以及日本消费品质量安全风险预警指标体系,总结各个指标体系对于把控消费品质量安全的方法,为中国自有指标体系建设提供研究思路及指导。消费品质量安全风险预警指标体系的建立需要各个企业的严格遵守,国家和行业标准的制定和实施,也需要政府的引导和监督。Quality and safety of consumer goods are important factors of national economy development and social stability.By studying the index systems on quality and safety risk forecast of consumer goods,such as CPSC in USA,RAPEX and RASFF in EU and that in Japan respectively,this paper summarizes the methods to control the quality and safety of consumer goods of each index system and provides research route and guidance for china to establish its own index system.The establishment of the index system on quality and safety risk forecast of consumer goods requires the strict observance of each enterprise,formulation and implementation of national and sectoral standards as well as guidance and supervisory role of government.
