网络空间视域下公民参与公共体育政策的条件及路径研究

摘　　要：在全面建成小康社会决胜阶段、中国特色社会主义进入新时代的关键时期以及网络文化背景下,对公民参与公共体育政策的必要性、可行性和路径进行探讨。传统的行政决策模式在理论与实践之间存在巨大的背离,缺失足够的制度化公民参与渠道,弱势群体民意表达不畅,进而影响民意表达和处理;而随着我国传统的管制型政府模式向服务型政府模式转变以及网络社会和网络主体的形成,网络参与成为公民表达民意的重要的平台之一。在此基础上提出相应路径,为公民参与公共体育政策尤其是地方公共体育政策制定、实施和调整提供了民意表达渠道。In the decisive stage of building a moderately prosperous society in all respects, and socialism with Chinese characteristics has entered a crucial period in the new era, the authors explored the necessity, feasibility and route for citizens to participate in public sports policy under the background of internet culture. Results showed that there is a big gap between theory and practice in traditional administrative decision-making, with inadequate institutional channels for civic participation and poor expression of vulnerable groups. With the transformation from traditional control-oriented government model to service-oriented government model and the formation of internet society and internet generation, the internet has become one of the most important platforms to express public opinion. Based on the results mentioned above routes were provided which make the participation of public sports policy especially the local public sports policy formulation,implementation and adjustment possible.
