摘　　要：权力资本化现象以权力阶层的经济人动机为核心,寄生于不完善的市场经济体制和政府行政管理制度之中,通常表现为权力向资本寻租,权力主体之间相互寻租,权力向公共财政寻租,以及权力向劳动阶层寻租。从制度上摆脱相关体制病灶,提高政府治理能力,是根治权力资本化现象的根本所在。全面超越权力资本化需要通过管控权力和规制资本的双重路径来培育有效市场和打造有为政府,进而实现政府治理体系现代化的目标。The phenomenon of power capitalization centers on the economic man's motivation of the power stratum and parasitizes in imperfect market economy system and government administration system.It usually manifests itself in power seeking rent from capital,power seeking rent from each other,power seeking rent from public finance,and power seeking rent from the working stratum.To get rid of the institutional focus and improve the government's governance ability is the fundamental way to eradicate the phenomenon of power capitalization.To overstep the capitalization of power in an all-round way,it needs to cultivate an effective market and build an effective government through the dual paths of controlling power and regulating capital,so as to realize the goal of modernization of government governance system.
