摘　　要：政府机构和行业组织建立公私合作伙伴关系,共同致力于公共产品和社会事务治理,可以扩大融资规模,提高行政效率和项目成功率。澳大利亚国家生物安全伙伴计划在国际上颇具特色,它通过政府和行业组织的公私合作伙伴关系来筹集所需资金,并根据实际收益比例来分摊生物安全体系的投资成本,承担生物安全责任,共同构筑防范化解农业巨灾风险的政策屏障。这对我国未来建立巨灾保险基金以及农业巨灾风险补偿机制的筹资问题提供现实案例与参考。Government agencies and industry organizations establish public-private partnerships to work together on governance of public goods and social affairs,can expand financing scale,improve administrative efficiency and enhance success of project.The Australian national biosecurity partnership arrangement is quite characteristic in the world.It raises funds through public-private partnership between government and industry organizations,shares the investment cost of the biosecurity system through actual proportion of return to assume the responsibility for biosecurity and build a policy barrier in order to preventing the influence of agricultural catastrophe risk.This approach provides a practical case and beneficial reference for China’s establishment of agricultural catastrophe insurance fund in future,also helpful for financing agricultural catastrophe risk compensation mechanism as well.
