摘 要:孤立电网在机网协调和安全稳定控制等方面本身存在一系列问题,近来由于政府环保等政策因素以及企业为提高发电效益,越来越多的区域电网关停系统中的小容量机组,在停运全部小机组运行方式下孤立电网安全稳定运行面临着更大的挑战和更多的新问题。在当前稳定运行控制技术基础上,提出了集中式精准高周切机及低频减载技术、安全岛系统的构建及控制技术、电子负荷功率平衡控制技术、黑启动协调控制方案及负荷低压脱扣监测技术等,通过在某孤立电网中的应用进行了探讨和仿真验证,有效地提高了孤立电网安全稳定运行水平。Some problems exist in isolated power grid in the machine-grid coordination and security and stability control.Recently due to the government policies in environmental protection and other factors and enterprises′ pursuit for power generation efficiency,small-capacity units are shut down in more and more regional power grid,thus the safe and stable operation of isolated power grid is facing greater challenges and more new problems.In this research,a large-scale isolated power grid is taken as an example.On the basis of the current stable operation control technology,this paper puts forward the centralized precise high frequency generator tripping and low frequency load shedding technology,safety island system construction and control technology,electronic load power balance control technology,black start coordination control scheme,and load low voltage tripping monitoring technology.The application and simulation in the isolated power grid verified that the proposed scheme can effectively improve the level of the isolated power grid safe and stable operation.
