摘 要:由于我国长期以来存在的城乡二元结构,导致农村与城市之间的差距极大,并且现在流动人口数量庞大,而城市的房价又高居不下,农民市民化中的住房问题尤为突出,如何解决这部分人的住房问题对于我国城市化进程具有重要意义。在如今保障性住房供给不足的情况下,提出将建造在非耕地上的小产权房转化为保障性住房并允许这类住房用于出租的做法来推动农村建设进而推动城乡一体化进程,这对于实现农民增收,解决我国农村贫困人口脱贫具有重要意义。Because of China’s long-standing dual structure of urban and rural areas, resulting in a huge gap between rural and urban, and now a large number of floating population, and the city’s housing prices are not high, the peasant population in the residential problem is particularly prominent, how to solve this part of the people’s housing problems for the urbanization process in China is of great significance. In the current situation of insufficient supply of affordable housing, this paper proposes that the construction of small property in non-arable land into a secure housing and allow the use of such housing for rent to promote rural construction and promote the process of urban-rural integration, which is of great significance to realize farmers’ income increasing and overcome poverty of rural poor people.
