摘  要:当前,我国尚未形成与新型城镇化战略相契合的治理模式,面对城镇化进程中不断加剧的区域环境问题,治理方式呈现出问题针对型的碎片化特征,而碎片化环境治理模式有其内在的局限性,不利于新型城镇化持续推进。城镇化进程中的区域环境问题协同共治模式旨在建立健全区域环境问题治理中相关各方协商共通的互动机制,实现主体、资源、利益的多元整合。构建协同共治模式,需要加强城镇化规划和环境法制体系建设,以组织结构优化为依托积极推动整体性合作,建立健全有侧重的权责分配体系。At present,it has not yet formed a governance model that is in line with the new urbanization strategy in China.Faced with the ever-increasing regional environmental problems in the process of urbanization,the governance approach presents a problem-oriented fragmentation feature,while the fragmented environmental governance model has intrinsic limitations which are not conducive to the continued advancement of new urbanization.The mode of co-governance of regional environmental issues in the process of urbanization aims at establishing and improving an interactive mechanism for all parties involved in the governance of regional environmental problems and realizing the multiple integration of entities,resources and interests.To build a cooperative and co-governance model,it is necessary to strengthen urbanization planning and the development of an environmental legal system,relying on the optimization of organizational structure to actively promote overall cooperation,and establish a sound and focused system of distribution of power and responsibility.
