摘　　要：按照国家关于统一规划体系的要求,基于国土空间与人居环境为一体之两面的基本认识,建议构建多级多类、市县综合、条块整合、时空结合的国土空间规划体系,建构包含文态空间和文化保护控制线的“四区四线”重点管控体系。该建议突出统筹五位一体布局、整合评价规划治理、理清内容技术分级、广泛吸收集成提高、兼顾市县实际需要。According to the requirements of the state on integrating planning systems,and based on the fundamental understanding of taking territorial space and human settlements as two sides of one item,this paper puts forward several suggestions on building a new national territorial spatial planning system characterized by multilevel and multi-category,city-county integration,administrative coordination,and spatio-temporal combination.It also suggests building a key control system consisting of “four areas” and “four lines” that include the historic and cultural areas and the cultural protection control lines.This proposal highlights promoting the five-inone coordinated planning,integrating evaluation of planning and governance,clarifying the planning content and technical grading,meeting the actual needs of cities and counties,etc.
