摘 要:当前,划定城镇开发边界(UGBs)是我国促进城市精明增长的重要手段,也是空间总体规划的主要任务之一。文章结合我国空间规划体系优化改革的趋势,以广东省中山市为研究区,开展基于“双评价”的城镇开发边界划定方法研究,提出在资源环境承载力与城镇空间开发适宜性“双评价”背景下,耦合未来土地利用模拟(FLUS)模型进行城镇开发边界划定的方法。结果显示该方法能够科学地将“双评价”结果作为参考,从而在综合考虑城市发展潜力及基础上划定城镇开发边界,能够在促进城市可持续发展及保护生态环境方面发挥重要作用。Nowadays,delimiting urban growth boundary (UGBs) has become an important means to promote urban smart growth in China,as well as the key task of spatial planning.Based on the trend of China's spatial planning system reform,this paper takes Zhongshan City,Guangdong Province as the research area,and studies the delimitation method of urban development boundary under the background of the “dual-evaluation” of resources carrying capacity and urban growth suitability,and proposed the method of combining future land use simulation (FLUS) model to delimit the UGBs under the context of “dual-evaluation.” The research demonstrates that this method can take references from the “dual-evaluation” result scientifically,so as to delimit the UGBs on the basis of comprehensive consideration of urban development potential,which could benefit urban sustainable development and ecological environment protection.
