摘　　要：介绍了美国联邦政府通过立法发布的《公共交通安全标准纲要》。该纲要定义了城市轨道交通模式及其安全标准。城市轨道交通安全标准分为车辆、基础设施、运营和人员等标准,共128项,以技术对象层次分为类、子类和子功能类等3层。标准类型分为法规、标准和规范。线路、通信信号、车辆设备和运营规章程序标准是安全标准的主体。解析了采用标准的法规,举例说明了安全法规采用标准。我国城市轨道交通当务之急是研究建立安全标准体系。The "Compendium of Public Safety Standards" issued by the United States federal government according to legislation is introduced. The "Compendium" defines the mode of urban rail transit(URT) and URT safety standards, which are classified into standard categories, including 128 items like vehicle, infrastructure, operation and personnel standards, and 3 hierarchical layers of technical objects: classes, sub classes and sub-functional classes. The types in the "Compendium" are regulations, standards and specifications, in which track, communication signals, vehicle equipment, operational regulations and procedure are the main safety standards. The adoption of standard regulations and the standard protocol of safety regulations are analyzed. It is pointed out that the urgent task of urban rail transit development in China is to establish the safety standard system, ensure urban rail transit safety as the responsibility of the regulations, regard track, communication signals, vehicle equipment, operational regulations and procedures as the direction of reference in terms of safety standards, and establish the all-round safety standardization for URT.
