摘 要:随着《规划环境影响评价条例》和《中华人民共和国环境影响评价法》(2016年9月1日施行)的相继出台,规划环评的地位得到空前提高,相关的技术规范在城市总体规划、土地利用等领域已经比较完备,但交通领域特别是铁路领域的规划环评技术体系还不太成熟,尤其指标体系的构建是该领域规划环评工作的重点和难点。本文针对铁路规划环评指标体系难构建的问题,总结了国内外铁路规划环评指标体系构建的理论研究和实践情况,分析了铁路的发展模式、产业特点和环境影响特点,结合湖北省“十三五”中长期铁路网规划,选取了基本指标体系构建模式,建立了铁路规划环评指标体系,对指标体系的有效性做了简要评估,并将其应用于湖北省“十三五”中长期铁路网规划的评价工作。With the implementation of the Environment Impact Assessment Law of the People's Republic of China and the Rule of Plan Environmental Impact Assessment,the status of plan environmental impact assessment( PEIA) have been highly raised than before. The relevant technical guidelines of master plan,land use plan are relatively complete. But the RailwayPEIA technical system still need improved,especial the establishment of the indicators system.In this paper, the domestic and foreign theories and practices of the RailwayPEIA were firstly summarized. Concerning the development pattern, pollution characteristics of the Railway,the Basic Indicators System Model has been chosen to assess the 13th five-year RailwayPEIA of Hubei. The complete indicator system of modem agricultural PEIA was established and evaluated.
