地方年鉴体例的创新

摘　　要：改革开放以来,地方年鉴体例几十年一贯制,已失去了年鉴应有的定位。创新年鉴体例,一是动态内容改变以展示部门政绩为重点的"工作总结"式记述方法,增加记述客观事物的"调查报告"体裁,全面反映客观事物的现状、存在问题、发展方向(对策和建议)。二是人物部分增加"人物事迹"体裁。改变当前年鉴以"人物简介"体裁仅仅记述领导人物和荣誉人物的做法,增加"人物事迹"体裁,记述各类口碑人物的事迹。三是整体结构增加"便民服务"篇和"读者评说当年"篇。"便民服务"篇承担向民众解读政府的职责。"读者评说当年"篇为民众向政府表达意愿提供平台。Since the reform and opening-up,the style of local yearbooks has been unchanged,out of the due orientation.They should be innovated in these aspects:1.change the dynamic contents by replacing "work summaries" focusing on government achievements with "survey reports" that record real events to fully show the status quo,problems and development trend(solutions and suggestions)of the events;2.add "people deeds" to the people part to narrate the deeds of people from all walks of life,abandoning the past practice of "people profile" to record government officials and celebrities only;3.add "handy services for the public" and "reader comments "to the overall arrangement,of which the former interprets government work to the public and the latter provides a platform for the public to express their opinions and desires to the government.
