摘　　要：从政治因素的定位和规范、经济因素的配置与发展、文化因素的导向与差异以及技术因素的创新与推广4个方面入手,分析其与林区政府执政能力的关系。为了提高黑龙江省林区政府执政能力,林区政府应该积极响应党和国家方针政策的号召,把控政府内部行政权力与职责的划分;充分发挥市场自主调节的作用,对森林资源进行合理配置,加快林业产业转型升级;进一步统一政府内部的思想,以人民为中心,做到依法执政;充分利用互联网,加强林业监管系统和林业技术的宣传力度,积极指导林户对森林资源进行科学管理。⑴ Background-- Under the background of the reform of state-owned forest areas,because of its remote geographical position,outdated management concept,backward technical equipment and other reasons,the transformation process of forestry industry in Heilongjiang Province is slow and the effect is not obvious.The Heilongjiang forest district government has focused its main task on how to realize the sustainable development and green development of forestry construction,and improve the comprehensiveness,coordination and economy of forest development.⑵ Results-- The political factors in the forest district government include the control of the external political environment and the promotion of the internal government system to the governance efficiency of the forest government.In the process of ruling,the forest government must adapt to the changes of the political environment,establish a corresponding government system,and constantly improve and improve the organizational structure.Stable development environment and streamlining and efficient government system are the key to improve the ruling ability of forest government.The economic factors including the level of economic development and degree of economic openness play an auxiliary role on the allocation of ruling resources.And the economic factors affect the allocation of the ruling resources of the forest government.the improvement of the ruling ability of the forest government will promote the economic development and the degree of economic openness.It is an important means to improve the ruling ability of forest government by using economic factors.The cultural factors include the influence of internal administrative culture on the governance of forest government and the influence of external social and cultural diversity on the governance process of forest government.The forest government needs to correctly grasp the internal administrative culture in the cultural factors and guide the uncontrollable social culture reasonably.the cultural factors affect
