摘　　要：新时代背景下,实现产业群的治理现代化是适应高质量发展的必然要求。利用网络组织间的关系与互动进行产业群治理是实现区域协同发展的关键。簇群结构作为一类重要的复杂产业网络关联结构,其中的每个簇群对应于复杂产业网络系统中不同的功能单元。在构建复杂产业网络模型的基础上,识别其关键产业群,构建产业群关联效应指标,定量研究关键产业群内各产业的作用和地位,为区域产业群治理提供依据。计算实例表明,基于复杂产业网络的簇群结构可以有效识别区域关键产业群,产业群关联效应指标能够定量反映各产业在其所属产业群内的地位和影响,该效应指标为以各网络节点为基础的产业群网络治理提供定量依据,对于制定产业升级和区域协同发展等战略具有一定的理论和现实意义。In the new era, it is necessary to modernize the governance of industrial clusters to meet the requirements of high-quality development. Utilizing the relationship and interaction among network organizations to conduct industrial clusters governance is the key to achieve regional coordinated development. Community structure is an important relational structure of complex industrial networks, in which each cluster corresponds to different functional unit in the complex industrial network system. Based on the construction of complex industrial network model, this paper identifies the key industrial clusters, constructs the correlation effect index of industrial clusters, quantitatively studies the role and status of each industry in the key industrial cluster, and provides the basis for the governance of regional industrial clusters. The calculation case shows that the cluster structure based on complex industrial network can effectively identify the regional key industrial clusters, and the correlation effect index of industrial clusters can quantitatively reflect the status and influence of each industry in the cluster to which it belongs. This effect index provides quantitative basis for the network governance of industrial clusters based on each network node, and has certain theoretical and practical significance for formulating strategies such as industrial upgrading and regional coordinated development.
